Campaign Calls for a Nationally Elected Watchdog Office, Independent of the President
SEATTLE, WA, USA — September 24, 2026 — The Upgrade Party today announced AMEN28, a proposed 28th Amendment to the United States Constitution that would create a new, independently elected federal office: the Chief Justice of the USA (CJUSA).
Under the amendment, the newly created Chief Justice of the USA would be elected by the American people on a four-year term, offset two years from the presidential election cycle to preserve independence from White House politics. The CJUSA would receive a salary equal to the President's and Secret Service protection, and would be subject to impeachment through a process comparable to the one used for the presidency.
The office would hold jurisdiction over:
- The federal Attorney General and the Department of Justice
- Inspector Generals across federal agencies
- The Congressional Ethics Office
- Military Inspector Generals and Judge Advocate Generals (JAG)
- The U.S. Marshals Service
- Truth-reporting and auditing agencies
